Supercar Asbos: will Kensington and Chelsea Council's crack down on noisy million pound motors make London less colourful?

Curbing anti-social supercars in London’s most affluent areas will no doubt make our streets quieter. But will they become less colourful too? Phil Clarke from the London Evening Standard investigates…

Power-sliding round the corner, a pearl-coloured Maserati with diplomatic plates screeches off Hyde Park Corner and onto Grosvenor Crescent, an AMG Mercedes E63 hot in pursuit. With a crunch of gears and a perfectly executed five-point-turn, we add our slightly ailing white Nissan to the fray. Finally we’re on the trail of London’s super rich boy racers.

The Maserati leads the way as they speed onto Pont Street. They cross Sloane Street and continue up towards Beauchamp Place, breaking left onto Walton Street as the Merc, sporting Russian number plates, attempts to undertake, cutting across the pavement. They stop at traffic lights, and both cars impatiently rev their throttles, sending pigeons fluttering.

Our people carrier, panting from trying to keep up, whirrs painfully. On green they’re off again, up Pelham Street and past South Kensington station. The AMG driver nearly loses control as he skids onto Onslow Square, just missing a grey delivery van. Unwilling to risk following further, we fall back and London returns to it’s normal pace, the unmistakable howl of exhaust reverb disappearing into the distance.

It is this noise that Kensington and Chelsea Council wants to stop. The last few years have seen a rapid rise in the phenomenon of wealthy car enthusiasts using the roads of Knightsbridge, Chelsea, Kensington and Belgravia as an unofficial street circuit. As prestigious as Monte Carlo, yet as accessible as a drive down the shops — if your local stores are Gucci and Dolce & Gabbana, that is.

The cars themselves are expensive, powerful and highly customised. Million pound cars capable of speeds over 200mph, clad in chrome wraparounds costing tens of thousands vie for pole position with Boris buses and Ocado delivery men.

The council has responded with “car asbos”, Public Spaces Protection Orders, which will be imposed on anyone racing, revving or playing loud music from their cars in the streets around the spiritual home of the London supercar scene: Harrods.

I spot a jewel-encrusted Mercedes, exactly the sort of thing that must send council employees apoplectic, and wait to meet its owner. It’s a thing of strange beauty, like the end-of-term prank on the boss’s car at a disco ball factory. Or possibly a Damien Hirst installation circa 2007.

Finally it pays off and I hear keys jangle, but the owner isn’t quite what I was expecting. Not a Saudi Prince or Russian oligarch, ready to terrorise the local population with their wheel spins and endless revolutions, but a 21-year-old female fashion student.

Puppy-loving and self-confessed careful driver, Daria Radionova was given the car, a Mercedes CLS 350 worth £50,000, as a birthday present from her parents, who still live in their native Moldova. It has one million Swarovski crystals attached, individually stuck on by hand at a cost of over £35,000. “I brought experts over from Russia. There were four people doing it, and it took two months sticking them on one by one,” she explains.

The one thing I’ve been unable to find is any real evidence of the Arab and Russian wide-boy car fanatics of the kind Nick Paget-Brown, leader of Kensington and Chelsea Council, warned of when he told the Standard: “the area has become a destination for boy-racers from the Gulf states”.

After several hours pacing the pavements of Hans Town I am yet to see anything but stationary supercars, the odd Saudi or Kuwaiti numberplate but certainly none of the aggression and antisocial behaviour the council hope to outlaw. Each car is constantly surrounded by tourists, snapping and selfie-ing away. While we were chatting to Daria one man came up to her driveable-glitterball to say thank you, telling us he brought his young son up to Harrods just to show him all the cars.

But then came the car chase, and having witnessed first-hand the reckless driving, not to mention racket, I can see why the council is keen to act. Yet thinking about Daria’s outrageous vehicle and the tourists milling round her, I wonder if our streets may be about to become a little quieter, but a bit less colourful too.

A millionaire couple known for being the only people in Britain to own the ‘holy trinity’ of hypercars are being sued by neighbours who accuse them of ruining the tranquillity of their rural East Midlands idyll with their supercar collection.

Paul and Selena Bailey live in scenic Rutland Water with their 50-plus supercars, each with a personalised numberplate, kept in two garages and a car park beneath their home.

In January that collection grew when in a single day the pair added a Porsche 918 Spyder and a Ferrari LaFerrari to the £866,000 McLaren P1 they already owned, giving them the £3million ‘holy trinity’ of so-called ‘hypercars’ – top-tier vehicles whose features, price and rarity sets them apart from ‘regular’ supercars.

But the couple, who sold their 45 per cent share in the communications company they founded – Worldwide Group Holdings – for £28million in 2012, are now being sued by neighbours Mick and Marilyn Blackwell, who run a campsite on the Hambleton peninsula which juts out into stunning Rutland Water nature reserve.

According to Richard Gittins and Tim Rayment in The Sunday Times, the pair sold a house and land to the Baileys in 2005 for £675,000.

Their new neighbours set about building their dream home, thought to be worth more than £1million and which they named Serenity, before erecting two garages to store 34 of their amazing cars – to go with the 25 they keep in the car park below their house.

The garages were permitted to be built despite the fact the Blackwells were recently refused retrospective planning permission for showers and toilet blocks on their campsite.

Mr and Mrs Blackwell have now asked for damages from the Baileys and an injunction in a High Court writ claiming the couple have breached the conditions of the 2005 sale.

The Blackwells claim the Baileys agreed not to operate any trade or business from the home and to use it only as a single private dwelling and garage. They also allege the value of their house has fallen and their bucolic idyll is being blighted.

The Halifax bank earlier this year named Rutland, near Nottingham, as having the highest quality of life of any rural area in the UK.

In response the Baileys, who raise money for charity by raffling rides in their cars, have told planners their incredible collection is a hobby, not a business, and have told solicitors to defend their position ‘regardless of legal costs’.

The claim also accuses Selena Bailey of running a wedding planning business, Serenity Weddings, from the house, adding that her website ‘also shows the defendants’ cars being used at various weddings’.

It is understood the Baileys deny all aspects of the claim. Their defence has not been made available and the allegations against them have not yet been tested in evidence before a judge.

Alexander Surin, a fugitive currently living in Dubai, had a number of cars and houses seized in 2009 as part of a major operation. Among these was a Rolls-Royce Phantom which had £800,000 of cash in the boot, and a Ferrari Enzo thought to be the most expensive car ever seized and sold at a UK auction. The National Crime Agency (NCA) struck an agreement to sell the cars under the Proceeds of Crime Act earlier this year. A Ferrari Enzo, Ferrari 599 GTB, Ferrari California and the Rolls-Royce Phantom were auctioned off.

His old Enzo, which sold for a whopping £897,500, is one of just 400 ever built, was named after the company’s founder and is capable of 217mph. The ill-gotten gains ended up selling for for a total of £1,189,840 with the Phantom fetching £69,820, the 599 going for £124,700 and the California selling for £97,820. The supercars have caught the eye of passers-by, with the garish Mercedes S-Class and a Rolls Royce from Dubai popping up on the streets of Knightsbridge.

A silver Porsche 918 Spyder with Saudi Arabian license plates has also been garnering attention.

But the Mercedes S-Class doesn’t seem to be in quite as good condition as when it was last pictured on MailOnline, with some of the crystals no longer there.

The 2014 CLS 350 used to be owned by Russian business student Daria Radionova until she sold it for £155,000 on eBay last October. It is often seen parked in exclusive parts of London.

A team from Russia had spent 12 hours a day for two months working on customising the car, and Ms Radionova said last September that she was ‘really happy’ with it.

The then 21-year-old added: ‘It gets lots of attention from people walking by and in cars. Sometimes I think they might crash.’

Knightsbridge has become known in recent years for Arab playboys speeding around in cars worth hundreds of thousands of pounds.

Other available car-related plates include a ‘570 S’ plate, referring to the McLaren 570S and carrying a £2,500 reserve, and ‘911 FAN’, a dream plate for anyone who loves the Porsche 911 – reserve stands at £1,200.

Unrelated to the automotive world, other available plates include ‘COS 57A’, referring to the Costa Coffee chain, ‘RE64 TTA’, promising to be popular with sailors and rowers, and ‘CH 3353’, for any of those with an appetite for a certain dairy cuisine. There are of course the usual flurry of name plates, including ‘CHL 30E’, ‘JO14 NNE’ and ‘KR15 TEN’.

Matthew Dainton, of DVLA Personalised Registrations, said: “Personalised registrations with direct links to supercars always prove hotly contested sales and, well, there aren’t many names bigger than Ferrari, Porsche, McLaren and Mercedes-Benz. Here we have lots reflecting cars in the same auction.”

A Lamborghini and a Bentley supercar worth an eye-watering £350,000 crashed in the same small town on the same night.

First, a high-powered Lamborghini Gallardo smashed through a barrier at a Morrison’s car park in Grays, Essex, just before 2am. The glittery top-of-the-range sports car was seen stuck in a hedge with its rear bumper loose.

Then photographer Daniel Patch also spotted another powder blue Bentley Continental GT whose front grill had been smashed in. Daniel, 36 from Grays, said: “I wouldn’t want to pick up the repair bill for either of them.

“I’d heard some tasty sounding engines when I was sat in my lounge and – being a car nut – got off my sofa to have a look. I heard the car coming back from Grays town centre so grabbed my phone in anticipation.

“That was when I saw the Lamborghini coming around the corner. It was a little greasy from some light rain and it just span it off through a small wooden fence and into the hedgerow. As soon as I saw the crash, I stopped recording and called 999.”

When Daniel went to bed at 5am he saw a low loader come to pick up the Lamborghini but doesn’t know what happened to the Bentley.
